Partnership brings together AeonLoop’s environmental-finance and capital-markets architecture with BCI’s sovereign-scale marine science, technology and natural-capital accounting capabilities.

CHICAGO, Sept. 28, 2026: AeonLoop, a Chicago-based environmental-finance advisory firm, is partnering with Blue Carbon International (BCI), a global marine natural-capital technology and solutions company, to connect environmental-finance and capital-markets architecture with sovereign-scale marine science, natural-capital accounting and program development.

Sovereign natural-capital programs require disciplines that too often sit apart: credible environmental measurement and accounting, and the legal and financial architecture capable of translating that evidence into investable pathways.

The partnership combines AeonLoop’s expertise in natural-capital monetization and Article 6 program design, instrument structuring and capital-markets access with BCI’s capabilities in marine field science, geospatial intelligence, remote sensing, natural-capital accounting and sovereign program development.

Under the partnership, the companies may co-market their complementary capabilities and bring one another into new sovereign engagements, allowing governments and institutions to access both teams through a coordinated relationship. The partnership is focused on new sovereign opportunities beyond BCI’s existing work in The Bahamas.

AeonLoop advises governments and large institutions on the instruments, programs and market infrastructure through which environmental assets can reach institutional capital. Its work includes sovereign environmental programs, Article 6.2 authorization architecture, institutional fund structures, custody and settlement considerations, regulatory strategy and carbon accounting.

“Coastal nations are stewards of some of the most carbon-dense ecosystems on earth, and very little of that value has ever reached a balance sheet,” said Andrew Gilmour, Founder and Managing Partner of AeonLoop. “Credibility starts with measurement, and the quality of BCI’s science is the reason we chose to partner with them. Everything downstream of measurement and methodology is a legal and financial question, which is our specialty. Working together, we can provide efficient and timely turnkey programs for governments looking to bring the carbon value of their coastal ecosystems to market.”

Gilmour’s work has focused on the intersection of sovereign climate policy and capital markets, including the development of the financial architecture known as Sovereign Carbon Securities. AeonLoop works across sovereign and institutional environmental-finance mandates.

BCI’s model is designed to operate at national scale, integrating remote sensing and geospatial technology with in-water field science, repeatable measurement, natural-capital accounting, policy and long-term monitoring. Its foundational work in The Bahamas is helping demonstrate how those capabilities can function as an integrated sovereign system.

“Marine ecosystems already create enormous value for nations, from carbon sequestration and coastal protection to fisheries, biodiversity and climate resilience,” said Wells Howe, Co-Founder of Blue Carbon International. “The challenge is building the systems that allow countries to understand that value, account for it and ultimately act on it. AeonLoop brings deep expertise in the financial architecture at the other end of that process. Together, we can build a more complete pathway from field evidence to sovereign value.”

For BCI, that connection is part of a broader field-to-finance model: helping ocean nations map and measure marine natural assets, build the systems needed to govern and account for them, and evaluate credible pathways through which healthy living ecosystems can support conservation, national resilience and long-term economic opportunity. The approach reflects BCI’s broader premise that nature does not need to be made valuable; its existing value needs to become measurable, credible and actionable.

The partnership reflects a shared thesis: solving the financing challenge around natural capital requires more than an individual technology, financial product or carbon methodology. It requires connecting credible environmental evidence with sovereign governance, national accounting and financial structures capable of meeting institutional standards.
